$<LINK_LIBRARY>: Add LINK_LIBRARY_OVERRIDE target property

To enable the management of incompatible $<LINK_LIBRARY> declarations,
add LINK_LIBRARY_OVERRIDE and LINK_LIBRARY_OVERRIDE_<LIBRARY> target
properties.
