CMAKE_EXPORT_COMPILE_COMMANDS: allow configuration per target
The new target property `EXPORT_COMPILE_COMMANDS` associated with the
existing global variable can be used to optionally configure targets for
their compile commands to be exported.
Fixes: #19462
