VS10Project: Expand VS_DEBUGGER_* capabilities
This adds VS_DEBUGGER_COMMAND_ARGUMENTS and VS_DEBUGGER_ENVIRONMENT as
well as allowing VS_DEBUGGER_* to use generator expressions.
