VS: Add CMAKE_VS_WINDOWS_TARGET_PLATFORM_MIN_VERSION variable
Provide a way to initialize the `VS_WINDOWS_TARGET_PLATFORM_MIN_VERSION`
target property on targets. It sets `WindowsTargetPlatformMinVersion`
in `.vcxproj` files.
