Add generator expression support to static code analysis hooks
Teach target properties `<LANG>_CPPCHECK`, `<LANG>_CPPLINT`,
`<LANG>_CLANG_TIDY` and `<LANG>_INCLUDE_WHAT_YOU_USE` to accept
generator expressions.
