FetchContent: Pass through networking-related CMAKE_... variables
CMAKE_TLS_VERIFY, CMAKE_TLS_CAINFO, CMAKE_NETRC and
CMAKE_NETRC_FILE are now passed through to the underlying
ExternalProject sub-build. Previously, they were silently ignored.
