Xcode: Do not append per-config suffixes to library search paths
Add policy `CMP0142` to remove the automatic addition of the
`$(CONFIGURATION)$(EFFECTIVE_PLATFORM_NAME)` suffix in a compatible way.
Fixes: #21757
