CTest: Document and test custom output size settings
Add documentation and tests for the existing
CTEST_CUSTOM_MAXIMUM_PASSED_TEST_OUTPUT_SIZE
CTEST_CUSTOM_MAXIMUM_FAILED_TEST_OUTPUT_SIZE
CTest variables.
