FindProtobuf: prevent redundant PROTOBUF_LIBRARIES
Before this change, the variable PROTOBUF_LIBRARIES might get redundant
value for debug and optimized configurations, e.g.
`optimized;/usr/lib/libprotobuf.so;debug;/usr/lib/libprotobuf.so`.
