Autogen: Separate AUTOGEN_TARGET_DEPENDS tests into own tests suite

The tests for AUTOGEN_TARGET_DEPENDS were part of the
AutogenOriginDependsOn tests suite.  This separates them
into an own AutogenTargetDepends tests suite.
