This property allows projects to modify environment variables at test
time rather than trying to guess what the state should be based on what
is present at configure time. Of particular interest is the ability to
use a `PATH` present at test time while adding entries known to be
necessary for the test itself.
There are multiple operations provided to modify variables, including:
- setting and unsetting
- appending and prepending as:
- strings
- path lists
- CMake lists
Additionally, a `reset` action is provided to cancel any prior
modifications to that particular variable in the case of incremental
additions to the test property.

Teach CTest to parse output for <CTestMeasurement> in addition to
<DartMeasurement> for measurements defined at runtime.
Use a new class (cmCTestTestMeasurementXMLParser) derived from cmXMLParser
to parse the data and attributes these XML elements. This is an improvement
over our previous approach of using a series of regular expressions.
As part of this commit we also rename some member variables and methods
to make their purpose more clear.
DartStuff -> AllTestMeasurementsRegex
DartStuff1 -> SingleTestMeasurementRegex
DartString -> TestMeasurementsOutput
GenerateDartOutput() -> GenerateCTestXML()
GenerateRegressionImages() -> RecordCustomTestMeasurements()
cmCTestRunTest::DartProcessing() -> ParseOutputForMeasurements()

#pragma once is a widely supported compiler pragma, even though it is
not part of the C++ standard. Many of the issues keeping #pragma once
from being standardized (distributed filesystems, build farms, hard
links, etc.) do not apply to CMake - it is easy to build CMake on a
single machine. CMake also does not install any header files which can
be consumed by other projects (though cmCPluginAPI.h has been
deliberately omitted from this conversion in case anyone is still using
it.) Finally, #pragma once has been required to build CMake since at
least August 2017 (7f29bbe6 enabled server mode unconditionally, which
had been using #pragma once since September 2016 (b13d3e0d)). The fact
that we now require C++11 filters out old compilers, and it is unlikely
that there is a compiler which supports C++11 but does not support
#pragma once.

Add an option to re-run tests if they fail. This will help tolerate

Run the `clang-format.bash` script to update our C and C++ code to a new
include order `.clang-format`. Use `clang-format` version 6.0.

An old workaround for `std::allocator_traits<>::value_type` lints from
IWYU on `std::vector<>` usage breaks IWYU's handling of `<memory>`.
Convert the workaround to use the same approach we already use for a
workaround of `std::__decay_and_strip<>::::__type` lints. Then update
the `<memory>` inclusions to follow the now-correct IWYU lints.

format can be 'human' to print the current text format or 'json-v1' to
print the test object model in json format and is useful for IDEs who
want to gather information about the tests. Defaults to 'human' format.

Use of `std::log10` added by commit 02c5091c90 (cmCTestRunTest: Simplify
number width computation, 2018-09-08) broke our number width computation
on some platforms where
static_cast<int>(std::log10(static_cast<size_t>(10)))
somehow produces `0` instead of `1`. Re-implement the logic to avoid
floating-point computations.

The CTestTestStopTime test has been failing sporadically because the
stop time causes the first internal test to have a timeout short enough
that we might hit it and start the second test just before the stop time
is reached. Instead we should track when a timeout is shortened in
order to stay within the stop time. If a test times out for this reason
then we should consider the stop time reached and not start any more
tests.

In commit v2.8.0~170 (ENH: Added ctest test options PROCESSORS and
RUN_SERIAL, 2009-09-07) CTest learned to track the number of processors
allocated to running tests in order to balance it against the desired
level of parallelism. Extend this idea by introducing a new
`PROCESSOR_AFFINITY` test property to ask that CTest run a test
with the CPU affinity mask set. This will allow a set of tests
that are running concurrently to use disjoint CPU resources.

This commit introduces cmDuration as a typedef for
std::chrono::duration<double, std::ratio<1>>. It is less verbose and
provides for a point to put future common functionality for durations.
No functional change intended.

Avoid creating a cmCTestRunTest instance if the stop time has been
reached. If the stop time occurs in the small time between creating an
instance and computing the child process timeout, we will simply compute
a zero timeout. This is already done for the case that we StartAgain
after the stop time.

This commit continues the refactoring of CTest to adopt std::chrono.
After the last sets of changes that introduced std::chrono::steady_clock
and std::chrono::system_clock respectively, it makes sense to have all
the timeouts be stored as std::chrono::duration.
No functional change intended.

Per-source copyright/license notice headers that spell out copyright holder
names and years are hard to maintain and often out-of-date or plain wrong.
Precise contributor information is already maintained automatically by the
version control tool. Ultimately it is the receiver of a file who is
responsible for determining its licensing status, and per-source notices are
merely a convenience. Therefore it is simpler and more accurate for
each source to have a generic notice of the license name and references to
more detailed information on copyright holders and full license terms.
Our `Copyright.txt` file now contains a list of Contributors whose names
appeared source-level copyright notices. It also references version control
history for more precise information. Therefore we no longer need to spell
out the list of Contributors in each source file notice.
Replace CMake per-source copyright/license notice headers with a short
description of the license and links to `Copyright.txt` and online information
available from "https://cmake.org/licensing". The online URL also handles
cases of modules being copied out of our source into other projects, so we
can drop our notices about replacing links with full license text.
Run the `Utilities/Scripts/filter-notices.bash` script to perform the majority
of the replacements mechanically. Manually fix up shebang lines and trailing
newlines in a few files. Manually update the notices in a few files that the
script does not handle.

This option tells ctest to run each test N times until the test fails or
the N times have run. This is useful for finding random failing tests.

Refactor how cmCTestMemCheckHandler computes the memory tester command
line options to avoid encoding them in a single string just to parse
them again. The EscapeSpaces uses backslahes to escape spaces on UNIX
platforms, so replace other calls to it in CTest that are used to create
human-readable strings with simple double-quoting.

The SaveRestoreEnvironment helper object makes sure that the
original environment is restored immediately after the
StartProcess call returns rather than waiting for the end
of the test. When tests are executed in parallel, there is
no guarantee about the ordering of EndTest calls relative
to StartTest calls. In fact, it would be odd for them to
be nested nicely. Therefore, to avoid the corruption of
the calling ctest's environment, the original environment
must be restored before ForkProcess returns.
