Run the `Utilities/Scripts/clang-format.bash` script to update
all our C++ code to a new style defined by `.clang-format`.
Use `clang-format` version 3.8.

Let us take an example of a project that has some tests in a component
that need to be installed into a dedicated test package. The user
expectation is that the result could be achieved by typing the
following:
make
make tests
make install
DESTDIR=/testpkgs make install-tests
However this results in test components in the default installation as
well as the testpkg.
Add an EXCLUDE_FROM_ALL option to the install() command to tell it that
the installation rule should not be included unless its component is
explicitly specified for installation.

Limit this change to inserting into a vector from a vector.
A follow up change can use insert for inserting into a set.

Create a variable to allow users to control which installation
messages are printed. In particular, provide a "LAZY" setting
that prints "Installing" messages but not "Up-to-date" messages.
This is desirable for incremental re-installations.

Create a cmInstallGenerator::MessageLevel enumeration for future use in
specifying install message verbosity. Thread values of the type through
constructors and save the value as a member of cmInstallGenerator.
Use only a "MessageDefault" value for now.

Use the clang RemoveCStrCalls tool to automatically migrate the
code. This was only run on linux, so does not have any positive or
negative effect on other platforms.

Teach the install(FILES) and install(PROGRAMS) commands to evaluate
generator expressions in the list of files.
Extend the ExportImport test to cover installation cases involving
generator expressions.

Add a Makefile member to the cmInstallFilesGenerator class and
populate it on construction. This will be useful in a following
change to evaluate generator expressions with proper context.

Until now an unnamed component was always named "Unspecified".
Now this name is taken from the new cmake variable CMAKE_INSTALL_DEFAULT_COMPONENT_NAME,
which is initialized to "Unspecified". But it can now be set to something
project-specific, per directory

This converts the CMake license to a pure 3-clause OSI-approved BSD
License. We drop the previous license clause requiring modified
versions to be plainly marked. We also update the CMake copyright to
cover the full development time range.

The old install_files, install_programs, and install_targets commands
used to permit installation to the top of the prefix by specifying
destination '/'. This was broken in 2.6.0 to 2.6.2 by changes to
enforce valid destinations that did not account for this case. This
change fixes the case by converting the install destination to '.' which
is the new-style way to specify the top of the installation prefix.

Details:
==========
- New cpack_add_component, cpack_add_component_group, and
cpack_add_install_type "commands" defined as macros in the CPack
module.
- Documentation for all of the variables and commands in the CPack module.
- Added get_cmake_property(... COMPONENTS) to CMake to ask for the
names of all components. Used in the CPack module to automatically
build component-based installers. (Set CPACK_MONOLITHIC_INSTALL to
turn off component-based installation).
- A group can declare its PARENT_GROUP, to build an arbitrary
hierarchy of groups.
- New CPack command cpack_configure_downloads, which creates an
installer that downloads only the selected components on-the-fly.
Those components marked DOWNLOADED will be separate packages
downloaded on-the-fly (or, all packages can be marked as such with the
ALL option to cpack_configure_downloads). Individual components are
compressed with ZIP at installer-creation time and
downloaded/uncompressed by the installer as needed. This feature is
only available on Windows with NSIS at the moment.
- NSIS installers can install themselves and enable the "Change"
button in Add/Remove programs, allowing users to go back and install
or remove components. This can be disabled through
cpack_configure_downloads, because it's only really useful is most of
the application's functionality is in downloaded components.
- Bug fix: automatically install everything whose COMPONENT was not
specified (it's a hidden, required group)
- Bug fix: fixed removal of components when re-running the NSIS
installer and unchecking components
- Bug fix: NSIS installers now only install/remove the minimal
number of files when re-run to update the installation (or by clicking
"Change" in Add/Remove programs)

configurations.
- Created cmExportFileGenerator hierarchy to implement export file generation
- Installed exports use per-config import files loaded by a central one.
- Include soname of shared libraries in import information
- Renamed PREFIX to NAMESPACE in INSTALL(EXPORT) and EXPORT() commands
- Move addition of CMAKE_INSTALL_PREFIX to destinations to install generators
- Import files compute the installation prefix relative to their location when loaded
- Add mapping of importer configurations to importee configurations
- Rename IMPORT targets to IMPORTED targets to distinguish from windows import libraries
- Scope IMPORTED targets within directories to isolate them
- Place all properties created by import files in the IMPORTED namespace
- Document INSTALL(EXPORT) and EXPORT() commands.
- Document IMPORTED signature of add_executable and add_library
- Enable finding of imported targets in cmComputeLinkDepends

involved splitting cmTarget::INSTALL into INSTALL_FILES and INSTALL_PROGRAMS enum values. INSTALL_FILES no longer adds execute permission. The INSTALL_PROGRAMS commnad takes either a list of explicit names, or a regex. It will not expand source lists like the INSTALL_FILES command will.
