Drop all GetTerseDocumentation and GetFullDocumentation methods from
commands. The command documentation is now in Help/command/*.rst files.

CMake requires the top-level CMakeLists.txt to contain a direct call to
the project() command and will insert one if there is not. Document
this requirement since some authors have tried to use include() to load
a file calling the project command.

Our Git commit hooks disallow modification or addition of lines with
trailing whitespace. Wipe out all remnants of trailing whitespace
everywhere except third-party code.

Commit 9090572f (Add ability to include a file in a project via a cache
variable, 2012-02-17) taught the project() command to check variable
"CMAKE_PROJECT_<projectName>_INCLUDE" but the documentation included an
extra "_FILE" by accident. Remove it.

During a Lintian run on the binary packages of CMake in Debian I was
notified of many spelling mistakes.

This converts the CMake license to a pure 3-clause OSI-approved BSD
License. We drop the previous license clause requiring modified
versions to be plainly marked. We also update the CMake copyright to
cover the full development time range.
