Run the `Utilities/Scripts/clang-format.bash` script to update
all our C++ code to a new style defined by `.clang-format`.
Use `clang-format` version 3.8.

Drop the explicit comments that previously served this purpose.

Also use SystemTools::Fopen() instead of fopen().
This is to eventually support utf-8 filenames.

Create class cmVisualStudioSlnParser as a generic parser for Visual
Studio .sln files. Implement minimum functionality but keep class
extensible. Add tests for the class.
