CMake 3.27 deprecates compatibility with CMake < 3.5. Update tests that
do not cover older interfaces to avoid the deprecation warning.
Follow the pattern from:
* commit 7b07ccdd2b (Tests/*Only: Update cmake_minimum_required versions,
2020-06-15, v3.19.0-rc1~629^2~1)
* commit 72e7c45e98 (Tests: Bump CMake minimum required in tests to 2.8.12,
2020-12-22, v3.20.0-rc1~224^2)
* commit f6b4db365a (Tests: bump cmake_minimum_required version to 2.8.12,
2021-04-04, v3.21.0-rc1~372^2)
Also remove explicit `cmake_policy` settings made redundant by the
version.

Some tests fail because Xcode runs `POST_BUILD` commands before signing
the binaries they run. Tell the linker to perform ad-hoc codesign even
though Xcode normally tells it not to.
Other tests fail because `install_name_tool` does not revise ad-hoc
signatures without the codesign `linker-signed` flag. Add that flag
ourselves where needed by our tests.
For now these changes help our test suite pass so we can use it to cover
everything else. Both of these cases may need further investigation to
update CMake to help projects in general.

Since 3.19, CMake generates a deprecation warning when using a minimum
version less than 2.8.12. This eliminates those warnings generated
during tests, which are typically hidden from the user and developer but
are being generated nonetheless.

Sort include directives within each block (separated by a blank line) in
lexicographic order (except to prioritize `sys/types.h` first). First
run `clang-format` with the config file:

Commit the result temporarily. Start a new branch and cherry-pick the
second commit. Manually resolve conflicts to preserve indentation of
re-ordered includes. This cleans up the include ordering without
changing any other style.

Even though 10.5 supports @rpath, the support is not complete
enough for CMake. For instance, install_name_tool doesn't support
adding and removing rpaths.
Also modifying BundleUtilities test to remove an undesirable cmake
generated runtime path. The intent was to build with the install
rpath as is done with the other cases in this test.

Make handling of directory separators consistent between
non-bundle and bundle code.
Remove xcode specific flag from cmTarget when getting install_name.
Add (more) consistent convenience functions in cmTarget to get
directories inside of bundles and frameworks to add files to.
This refactor also fixes bug #12263 where frameworks
had the wrong install name when SKIP_BUILD_RPATH.
Also make install_name for frameworks consistent between Makefile
and Xcode generator.

Ancient versions of CMake required else(), endif(), and similar block
termination commands to have arguments matching the command starting the
block. This is no longer the preferred style.

Also add a test of BundleUtilities including an exe,
some shared libs, a plugin, and a framework-style lib.
This test presently runs (and this functionality works)
on Linux, Mac and Windows.
For now, the framework-style lib is built as a plain old
shared lib because there is another yet-unresolved issue
with local frameworks without rpaths on the Mac.
