CMake 3.27 deprecates compatibility with CMake < 3.5. Update tests that
do not cover older interfaces to avoid the deprecation warning.
Follow the pattern from:
* commit 7b07ccdd2b (Tests/*Only: Update cmake_minimum_required versions,
2020-06-15, v3.19.0-rc1~629^2~1)
* commit 72e7c45e98 (Tests: Bump CMake minimum required in tests to 2.8.12,
2020-12-22, v3.20.0-rc1~224^2)
* commit f6b4db365a (Tests: bump cmake_minimum_required version to 2.8.12,
2021-04-04, v3.21.0-rc1~372^2)
Also remove explicit `cmake_policy` settings made redundant by the
version.

This needlessly produces warnings during the test runs that no-one
sees but that are distracting when actually inspecting the logs.

`ADDITIONAL_CLEAN_FILES` on executable, library and custom targets.

Switch from "ctest --build-and-test" to "cmake --build" to drive the

Since commit 7d47c693 (Drop compatibility with CMake < 2.4, 2013-10-08)
we no longer need to use the configure_file IMMEDIATE option to support
compatibility modes less than 2.0.

This is necessary because custom commands and targets may create
custom files whose names are determined by generator expressions.
For example, clang should be using $<TARGET_FILE> and $<TARGET_FILE_DIR>
instead of reverse engineering the output file name:

However, that can only be done when ADDITIONAL_MAKE_CLEAN_FILES
also accepts and evaluates generator expressions.
Similarly, KDE uses the LOCATION property where $<TARGET_FILE>
would also be better in KDE4_HANDLE_RPATH_FOR_EXECUTABLE but
also appends the result to ADDITIONAL_MAKE_CLEAN_FILES.
After this patch, both can be ported to generator expressions.

Ancient versions of CMake required else(), endif(), and similar block
termination commands to have arguments matching the command starting the
block. This is no longer the preferred style.

As of CMake 2.6 this variable is not defined, and the ANSI flags for the
HP compiler are simply hard-coded in the default C flags.

old CMAKE_BACKWARDS_COMPATIBILITY check for it
- Replace all checks of CMAKE_BACKWARDS_COMPATIBILITY

- Create new CMP_0001 to determine whether or not
CMAKE_BACKWARDS_COMPATIBILITY is used.
(old = use, new = ignore)
- Show CMAKE_BACKWARDS_COMPATIBILITY in cache only when
CMP_0001 is set to OLD or WARN
- Update documentation of cmake_policy and cmake_minimum_required
to indicate their relationship and the 2.4 version boundary
- When no cmake policy version is set in top level makefile
implicitly call cmake_policy(VERSION 2.4) which restores
CMAKE_BACKWARDS_COMPATIBILITY and other 2.4 compatibility
- Fix tests MakeClean and Preprocess to call
cmake_policy(VERSION 2.6) because they depend on new policies
