This commit implements each one in its own function and provides a way to add additional ones in the future with less work.

Fix this by setting `ReferenceOutputAssembly` to `false` for targets that can't provide output assemblies. This fix addresses all rules where arbitrary characters are matched to ignore \0 in order to fall through to the rule that matches an arbitrary character as BadCharacter.
