Subject: ENH: Added method cmLocalGenerator::GetBackwardsCompatibility to
 reduce parsing of CMAKE_BACKWARDS_COMPATIBILITY variable.  Add
 cmLocalGenerator::NeedBackwardsCompatibility to simplify checks for
 compatibility requirements.
