Find the ngtcp2 library

This module accepts optional COMPONENTS to control the crypto library (these are
mutually exclusive)::

  OpenSSL:  Use libngtcp2_crypto_openssl
  GnuTLS:   Use libngtcp2_crypto_gnutls
