* Add HTML extension to url conditionally in tree view item.
This change fixes issue with double extension in treeview file list items generated from external tag file.
Items that were read from tag file already have extension.
* Add missing HTML file extension in writeTagFile() calls
* Unify addition of HTML file extension in writeTagFile calls.

When a directory has no source files or sub-directories in it (with the exception of markdown file(s)) the directory is seen as a file withe a definition type `TypeDir` but this was not handled properly on output, should have a closed folder icon.

The problem in the HTML code was discovered when looking at the example of issue #3791. On the 'hierarchy' page the reference to the external project didn't appear.

The right arrow (▶) is inn MicrosoftEdge displayed as an Emoji it displays as a white arrow inside a blue square with a black border instead of a monochrome arrow. Unicode contains another right arrow (␪) which displays correctly (also in Chrome, Opera, FireFox, Internet Explorer; in some even better).
The Unicode naming is a bit confusing:
- for the down arrow we only have:
- ▼ 'BLACK DOWN-POINTING TRIANGLE'
- for the right arrow we have:
- ▶ 'BLACK RIGHT-POINTING TRIANGLE'
- ► 'BLACK RIGHT-POINTING POINTER'
so it looks logical to use both Triangles but this is not the case.

Marking the resulting JS in this way ensures that visitors to the
resulting HTML documentation do not have to choose between running
non-free JS and experiencing the HTML documentation as it was
intended.
The JS was already freely licensed, so this change just
ensures that the appropriate labelling occurs so that GNU LibreJS [0]
parses the JS correctly as freely licensed.

Windows systems use the same information (consistency). Some use names routine names have been changed (from .l files with -P option) to reflect the file name that generated the routines, this makes it easier to create a general procedure.
A number of include / header files are files are generated from different file types (html, xml, js), due some limitations of the windows build system the generated file names had to be changed (the extension in the windows build system is only available including the '.' so e.g. the file jquery_fx.js generates now jquery_fx.js.h instead of jquery_fx_js.h)
In the windows version the creation of .cpp files from .l files has been adjusted to correct for the YY_BUF_SIZE problems.
Furthermore on windows (and also used on *nix) some commends have been replaced with python scripts so that on windows only python is need (besides flex and and bison). On *nix also perl is required for the generation using tmake.
Below a short description of the changes will be given and grouped.
