Add string_piece_util
Following functions are implemented for further performance
optimization.
* JoinStringPiece
* SplitStringPiece
* EqualsCaseInsensitiveASCII
* ToLowerASCII
To improve performance of CLParser, I will introduce above functions
into include_normalize-win32.cc.
