QGAL: Enable out-of-order sequential simplification
Modify the simplification code to allow the creation of out-of-order sequential anchors. Basically the "changedDirection" end-of-sequence condition was removed, also note that createSequence no longer bothers to revert the direction of anchors if the order it receives is not standard.
