Symbian platform
New socket related requests are comming into QSelectThread by
interrupting the select call by writing to pipe.
One of the criteria is that m_mutex (from QSelectThread) could be
locked, meaninig that QSelectThread is in m_waitCond.wait() call.
However, the m_mutex can be locked by other contenders trying to
post new requests in burst. This would trigger writing to pipe in
false situations, making QSelectThread to hang in waitCond as
no wakeAll will come until some next request (in future) kicks in.

The Symbian event dispatcher has a mechanism to slow down the Qt app
to prevent viewsrv crashes and keep the device responsive. This was
implemented using a thread priority drop. But that has some bad side
effects, such as app and system performance instability.
This new implementation of a slow down mechanism uses a separate low
priority thread to test when the system is getting too busy. Adaptive
millisecond waits are used to slow the app down just enough to let the
low prioirity thread to run.
In practice this avoids the performance instability of the previous
method, and results in much better system stability where the system
stays more responsive with fewer viewsrv panics when heavy Qt apps are
running.
The slow down code kicks in after 2 seconds of busy time. The delays
grow 1ms at a time to a maximum of 1/4 of average event run time.
This updated version of the fix used an RSemaphore rather than
RFastlock, which should not have been used for cross-thread signalling.

The priority drop hack used in the Symbian version of Qt's event
dispatcher is not needed from Symbian^4, as the viewsrv panics, which
it was designed to prevent, are disabled. This change disables the
priority drop code when Qt is compiled in a Symbian^4 environment,
using the SYMBIAN_GRAPHICS_WSERV_QT_EFFECTS define as a key.
This will improve system and performance predictability, as app
priorities will be more stable. It also gives a slight performance
boost to app startup in the order of 10ms.

Configure parameter -qtlibinfix will now change also plugin names
of plugins built and installed with Qt in Symbian.
Default plugin path is changed to: /resource/qt<libinfix>/plugins.
Other plugins besides the ones installed with Qt are not renamed.
With infixed configuration, Qt can be installed on a phone that already
has a Qt installed on ROM without interfering with the ROM version of
Qt.
Note that since s60main.rsc resource cannot deployed with infixed Qt,
and infixing it is somewhat problematic, currently the phone needs
to have proper Qt installation, too, for infixed Qt to work.
It also means that any changes to Qt that would affect s60main.rsc
cannot be tested on real device using infixed builds. Since this file
is unlikely to need changing, this should not be a big problem.

Commit f21d183 introduced a GetMessage hook that would try to post
a message to the Windows queue if the hook received an event that was
not the WM_QT_SENDPOSTEDEVENTS message.
However, the logic used is flawed, and would never post the message
unless we received a message for a window that was not the event
dispatcher's internal window. Timer messages DO go to the internal
window, and the last handled timer message SHOULD trigger the hook
to post a new WM_QT_SENDPOSTEDEVENTS, but due to the flawed logic, it
would not.
The most notable side effect of this bug is that regular repaints and
animations would not become visible unless the user moved the mouse
or used the keyboard.

QString::fromUtf16() is slow - it does a BOM check and optionally byte
swapping, which is utterly pointless when converting internal data
structures which are raw utf16 in host byte order anyway. so replace
it with QString::fromRawData() (for short-lived strings) or
QString(const QChar *, int) (otherwise) if possible.

After commit d0d0fdb8e46351b4ab8492de31e5363ef6662b57, timers are
normally run at idle priority. This makes it possible for the X11
handler to starve timers indefinitely. Fix this by enforcing one
normal priority pass of the timer source after we have processed all
X11 events.
This has the added benefit of keeping animation timers smooth and
consistent, which is the intention of this change.

Subscribing to the locale change notification to be able to update the
system locale whenever the user changes the current system locale.
Also changed the initialization of the system locale to make construction of
the QLocale object as lightweight as possible. So now the default contructor
just creates a QLocale and QSystemLocale objects, but doesn't try to fill the
cache in the latter with data from the system and postpones it until it is
actually requested (most applications create QLocale objects on the stack and
might not even use the data from the system locale, so we don't need to
initialize system locale right away).
