Solution: remove pan gestures from all scroll areas in Qt. I do
this for Mac now, but I will strongly suggest that we do this
on Win as well, as there is currently no way to override the
panning behaviour, and this works against the intention of
scroll areas.

On Mac there really is no native pan gesture. Instead, this
gesture is delivered as mouse wheel events. So adding a
pan gesture to qabstractscrollarea means that it will get
both wheel and pan events. And both will try to move the
viweport. I think that the correct thing to do here is
to not apply a pan gesture by default on all scroll areas.

Two-finger panning will work on all QAbstractScrollArea based widgets, however
single-finger panning will be enabled only on some special widgets that always
wants it - for example we don't want it on QGraphicsView, and we might want it
on itemviews *sometimes*.

Rewritten the api almost from scratch, making it simplier and more
flexible at the same time.
The current implementation will not have complex gseturemanager class
inside Qt, but the QGesture base class, which represents both a
gesture recognizer and a gesture itself with a set of properties. A
set of common gestures that can use used in third-party applications
(and in Qt itself internally) is supposed to be found in
qstandardgestures.h, and a base class for user-defined gestures is in
qgesture.h
Gesture implementation for Pan on Windows7 has also been added as a
reference implementation for platform gestures.
