QPaintDevice and QImage used the functions numColors(), setNumColors(),
and numBytes(). However, this is not consistent with the rest of the Qt
API which uses *Count() and set*Count().
Removed all usage of these functions inside Qt and test-cases.

The PHOTOMETRIC_MINISBLACK and PHOTOMETRIC_MINISWHITE settings also
apply to 8-bit grayscale, so we need to check the bit depth of the image
as well. For convenience we also try to write the images using
PHOTOMETRIC_MINISBLACK and PHOTOMETRIC_MINISWHITE as opposed to
PHOTOMETRIC_PALETTE when we detect that the color table is grayscale.

Cetest (and other programs that upload dlls manually without using a
package) need to deploy some plugins for specific tests. If those
tests are deployed in a normal package however, the installation will
fail because the plugins are already included in the Qt installation.
Fixed that by putting the deployment inside a scope that cetest will
define.

Add support for reading and writing for Mono, MonoLSB and Indexed
images in the tiff format.
Previously, the images were always written in RGB32, dismissing the
input format.

The resolution was not saved when the image was saved
as tiff. This fix add the resolution, and try to guess if the user have
set it in dpi or dot per centimeter
