qttest_p4.prf was added as a convenience for Qt's own autotests in Qt4.
It enables various crufty undocumented magic, of dubious value.
Stop using it, and explicitly enable the things from it which we want.

The filesystem autotests are not paralized (because i was scary)
For reference, script I used:
cat corelib.pro | grep -v "=" | grep \\\\ | cut -f1 -d\\ | sed "s/\(.*\) /\1/" | grep -v file | xargs -I{} echo "echo CONFIG += parallel_test >> {}/{}.pro" > t

Since we need QMargins for other things then
the CSS helper functions in drawutil, we have to make it more
generic. It is already useful for QWidget::contentsMargins
for example. This ensures we have some flexibility on how to
use and modify it in the future.
