Subject: fix widget activation from minimized state on Windows mobile

The following didn't work on Windows mobile:
   * show a widget normal (non-maximized)
   * minimize it
   * reactivate it via the file explorer
   * now the widget should be visible again

The code path from minimized to normal state was missing.
