Update setup/installation chapter in User Guide [skip appveyor]
No longer tell people to install via "python setup.py install",
possibly with arguments on library directories and paths.
Simplify, and mention use of virtualenvs as the current way to
have multiple SCons versions installed.
Fixes #4259
