Clean up lint complaints in MSCommon
Largest change is lazy formatting in logging (debug).
W1201: Use lazy % formatting in logging functions (logging-not-lazy)
W1202: Use lazy % formatting in logging functions (logging-format-interpolation)
This required minor rework to the two alternate definitions of
'debug' which didn't use logging, to keep the signatures consistent.
W1510: Using subprocess.run without explicitly set `check` is not recommended. (subprocess-run-check)
