A collection of tests known to be among the slower ones to run on Windows
got the addition of DefaultEnvironment(tools=[]) calls in an attempt to
speed things up a bit. The is no test strategy change.

Some tests used time.sleep while others used the harness's test.sleep,
the ones that are done for file timestamp delay management now all use
test.sleep - with a consistent comment, so it's easier to spot.
There are still tests that use time.sleep with smaller intervals that
were left alone.
Affected tests were reformatted, in the spirit of gradually improving
tests that you otherwise touch...

Modified failing tests to use the new defaulted .sconsign database based on the hash algorithm
For MD5, default database will be .sconsign.dblite
For other algorithms the default will be .sconsign_<hashname>.dblite.
For all cases where the user changes the hash algorithm used, the database will be .sconsign_<hashname>.dblite (including md5)
For sub-scons directories it remains as .sconsign
Also added unit-tests for Util.py for the new hash default changes.
It's difficult to setup a fips-compliant platform using containers, and instead we mock that.
option--config uses multiple types of hash algorithms so was skipped.
Removed one f-string (python 3.5 doesn't support those)
Corrupt.py is using an explicit .sconsign so that was left as-is, and only the parent default .sconsign was changed for work test 1.
A fetch-database name option was added to the testing framework.
The unlink_sconsignfile was not updated as no usages of it were found.

For the three tests which fail, skip if the command finder (WhereIs), which
is much less aggressive than the java_where_j* routines, doesn't find javah.
Split the JAVAH test file into two files, so that the part which
doesn't call javah can run even if the rest is skipped.
Did the header cleanup and partial reformats on those.
Leave a comment in the Repository/JavaH test, and do some reformatting
there as well. Test needs rework, but for now doesn't fail so leave alone.

Tweaked some tests which directly set values for _exe, _obj,
which are available from the framework. Done for consistency,
none of these were doing these wrong.

Eliminate unneeded imports, and a few unneeded statements -
usually "pass" where it is not syntactically needed.
A couple of import try blocks were eliminated or changed
when they're "cannot happen" due to current floor Python version.

debugging aid. Shouldn't be left in in production tests,
as it creates noise in the test log.

In places where only the found/not found status is needed, use
the membership operator (in) for checks instead - makes for easier
reading and is considered faster for shorter strings.

Sider in the CI system doesn't like the change which added a try/except
block for a version without a dot. This was copied from a different
file, so to fix the complaint, four instances are actually updated to
"except ValueError" - I am assuming that this is the only thing that
could go wrong, a version string cannot be converted with int(foo),
which would throw ValueError.

The java tool common routine finds a jdk by doing a filesystem glob.
This had a problem on windows in the case a specific version is requested,
because the format of name of the jdk directory has changed with JDK 9 -
there is a dash between jdk and the version string. The glob which does
not attempt to match a version was general enough not to trip on this,
but with a version to match it would never match jdk-9 or higher.
The test harness then asks the found javac what version it is, and the
parsing of that did not work as expected once version numbers became
double-digit, as the regex was for a single digit followed by a dot.
The outcome is for 11.0.2 we get back '11' instead of '11.0'. Change the
regex to match any number of digits followed by dot.
The Repository/RMIC.py change is to align with an earlier change to
Java/RMIC.py, but the may not be needed after the change to regex
just described.
Clean up some of the Java tool routines for consistency (there was
no functional change outside of JavaCommon.py)
Docstrings added or updated in several places.

Plenty of complaints coming from Python 3.8alpha on unclosed files.
Targeted those areas which intersect with PyPy failures - this changeset
reduces the PyPy fails by 17 on the local test environment.
So this affects both Issue #3299 and the PyPy support project.

Although the newer versions are marketed as simple versions, scons will
see them as dotted versions: 9.0, 10.0. Add some comments to this in
test code - the RMI test skip ought to work as long as they stay dotted
versions (since 10.0 >= 1.8); that code does run the test for a simple
version like '6'.
