On a system where SCons is started from the mingw bash shell, and
mingw Python is the interpreter, the secondary self-identification differs.
Use that in a few tests which otherwise make the wrong decision.
EnvironmentTests used an invalid value for CCFLAGS, and empty
string is a better choice.
Change a couple of cases where Python code was run directly so
it's prefixed by the-Python-in-use, which fails if there is not
a Windows-registered program for .py files - we didn't really want
to use the Windows-native Python anyway.

A couple of minor reformats along the way, most prominently, in tests,
if being edited anyway, make sure the docstring most tests have is
actually the docstring (sometimes the __revision__ line came before,
which makes the string not be the docstring).
Snuck in some minor framework changes that were orphaned when another
draft PR was not needed: this almost all docstring changes, the
functional part is using casefold instead of lower in a match func -
a slightly better approach which is now possible that Py2 compatibility
is not needed.

Drop unneeded parens.
Drop trailing semicolons.
Triple double-quote docstrings.
Regexes drop unneeded escapes.
Spaces around parens, braces: remove/add.
Some one-tuples get their missing closing comma.
A couple of sets use set init syntax {foo} instead of set([iter]) now.
And a fiddle in Node to reduce lookup time on md5 signature functions
(came about because of a line-too-long issue, initially)

In places where only the found/not found status is needed, use
the membership operator (in) for checks instead - makes for easier
reading and is considered faster for shorter strings.

"for i in range(len(foo))" idiom changed to iterate directly over lists
instead of indexing them. zip() generates the iterator in the case with
two lists. reversed() used for the Windows drive-letter test.
gdbm is not gone, just renamed. change test to find under either name.
Use a context manager for closing StringIO objects opened for capturing
standard I/O streams.

On a linux host (missing some things that may be on the Travis CI
setup), Py3.8a3 now shows 19 fails, 1048 pass, with 84 Warning: messages.

* Update the bad drive error message to include the target name.
* Update SConfTests.py to print the config.log on error.

escaping the \ separators on Windows doesn't interfere with regex matchs.
* Update regexes in test/VariantDir/reflect.py to accomodate command-line
re-ordering to put the /OUT: first in the line.
* Explicitly check for smart_link() messages even on Windows.

Fixed the detection of Intel C++ Compiler for EMT64
The table used to check the registry keys for installed versions of
the Intel C++ compiler for EMT64 seems erroneous. I have double check
using the Intel C++ compiler versions 9.1 and 10.0 on both Windows XP
32-bit and Windows Server2003 64-bits.
The registry keys have the form
HKEY_LOCAL_MACHINE\SOFTWARE\INTEL\Compilers\C++\100.025\IA32
HKEY_LOCAL_MACHINE\SOFTWARE\INTEL\Compilers\C++\100.025\IA64

This fix uses Python sequence comparison to compare the dotted version
numbers used in .NET version numbers rather than comparing each
element of the list individually. It's more robust and also more
correct. I also fixed a Python 1.5.2 compatibility issue (strings
didn't have the split method).
Original reporter confirms this fixes his issue.
