Builds a Windows type library (.tlb) file from an input IDL file (.idl). In addition, it will build the associated inteface stub and proxy source files, naming them according to the base name of the .idl file. For example, env.TypeLibrary(source="foo.idl") Will create foo.tlb, foo.h, foo_i.c, foo_p.c and foo_data.c files.
