bpo-32101: Add PYTHONDEVMODE environment variable (#4624)
* bpo-32101: Add sys.flags.dev_mode flag
Rename also the "Developer mode" to the "Development mode".
* bpo-32101: Add PYTHONDEVMODE environment variable
Mention it in the development chapiter.
