bpo-33937: Catch ENOMEM error in test_socket (#9557)

Fix test_socket.SendmsgSCTPStreamTest: catch ENOMEM error.
testSendmsgTimeout() and testSendmsgDontWait() randomly fail on
Travis CI with: "OSError: [Errno 12] Cannot allocate memory".
