bpo-34567: pythoninfo gets coreconfig (GH-9043)

* Add _testcapi.get_coreconfig() to get the _PyCoreConfig of the
  interpreter
* test.pythoninfo now gets the core configuration using
  _testcapi.get_coreconfig()
