Au_read.readframes() now updates current file position and reads correct
number of frames from multichannel stream. Au_write.writeframesraw() now
correctly updates current file position. Au_read.getnframes() now returns an
integer (as in Python 2). Au_read and Au_write now correctly works with file
object if start file position is not a zero.

test_winreg.py ("didn't" -> "Didn't" and "Didnt" -> "Didn't").
There is a minor style issue involved: Guido seems to have preferred English
grammar (behaviour, honour) in a couple places. This patch changes that to
American, which is the more prominent style in the source. I prefer English
myself, so if English is preferred, I'd be happy to supply a patch myself ;)

The attached patches update the standard library so that all modules
have docstrings beginning with one-line summaries.
A new docstring was added to formatter. The docstring for os.py
was updated to mention nt, os2, ce in addition to posix, dos, mac.

Also finally get rid of some obsolete commented-out access statements.
A note about the previous checkin: I believe it's correct, but I found
something strange: the file Lib/test/audiotest.au in the Python
distribution was evidently encoded in u-LAW format but had its
encoding set to 2, i.e. linear-8. I hope that this is a mistake
caused by some conversion program that produced this .au file; I just
found it on a website.
