(GH-23059) (GH-23071)
[[bpo-29566]()]() notes that binhex.binhex uses inconsistent line endings (both Unix and MacOS9 line endings are used). This PR changes this to use the MacOS9 line endings everywhere.

test_binhex now uses import_fresh_module() to ensure that it raises
DeprecationWarning each time.

Deprecate binhex4 and hexbin4 standards. Deprecate the binhex module
and the following binascii functions:
* b2a_hqx(), a2b_hqx()
