imports e.g. test_support must do so using an absolute package name
such as "import test.test_support" or "from test import test_support".
This also updates the README in Lib/test, and gets rid of the
duplicate data dirctory in Lib/test/data (replaced by
Lib/email/test/data).
Now Tim and Jack can have at it. :)

The main incompatibility is that the error reporting method is now
called as
parser.syntax_error(msg)
instead of
parser.syntax_error(lineno, msg)
This new version also has some code to deal with the <?xml?> and
<!DOCTYPE> tags at the start of an XML document.
The documentation has been updated, and a small test module has been
created.
