Subject: bpo-26128: Added __init__to subprocess.STARTUPINFO (#171)

The Windows-specific subprocess.STARTUPINFO class now accepts
keyword-only arguments to its constructor to set the various
data attributes.

Patch by Subhendu Ghosh.
