Remove the ``pyarena.h`` header file with functions:

* ``PyArena_New()``
* ``PyArena_Free()``
* ``PyArena_Malloc()``
* ``PyArena_AddPyObject()``

These functions were undocumented, excluded from the limited C API, and were
only used internally by the compiler.
