Purpose:
    Added list of C functions with changed parameter datatypes that were
        part of the pre-1.6.4 'signed integer' to 'unsigned integer' revision
        in the library.
    Added templates for the corresponding C++ and Fortran changes.
Platforms tested:
    Mozilla
