[svn-r7029] Purpose:
New feature/Bug fix
Description:
Add new fill time value - H5D_FILL_TIME_IFSET which writes the fill value
to a dataset if the user has defined one, otherwise not writing the fill value
to the dataset.
Platforms tested:
FreeBSD 4.8 (sleipnir) serial & parallel
