[svn-r29478] Maintenance:
Populated the Known Problems section. It contains known major limitations for SWMR and VDS, and
the issues that go back to 2011 from the 1.8.16 release that were not closed in JIRA.
When we open JIRA to public, we should have only major limitations listed here and point to JIRA
for the rest of the issues.
