[svn-r30163] Changed a h5_fileaccess() call to H5Pcreate() in the core VFD test.

Since it only tests the core VFD, there's no need to get a
VFD-dependent fapl.

Tested on:

    64-bit Ubuntu Linux w/ gcc 5.3.1
    vfd test w/ all VFDs tested by make check-vfd
