[svn-r8013] Description:
Added a test of fill value before any data is written to a dataset.
Rename short_dataset() as dataset_fillvalue() as it reflects better
the tests. Also removed the option of -S since the fill value test
will be tested always.
Platforms tested:
"h5committested"
