[svn-r9590] Snapshot version 1.6 release 4 (snap0).

This replaced the snapshot release 1.6.4-pre1 which had the wrong
release string because -preN is reserved for Pre-release test
versions.  Snapshot releases are named as -snapN for the release
branch.
