Description:
Add support for scalar dataspaces in parallel I/O.
Platforms tested:
Tested h5committest {arabica (fortran), eirene (fortran, C++)
modi4 (parallel, fortran)}
Also, FreeBSD 4.7 (sleipnir) serial & parallel
