[svn-r23508] Removed some dead code that belonged to the multi dxpl functions that
were removed in HDF5 1.8.11.
Tested on: jam w/ fortran & C++, tested with check-vfd
I did not test on other platforms (h5committest) since there is nothing
even remotely platform-specific here.
