Purpose:
updating RELEASE information to reflect bug fix for Pablo.
Description:
There was a problem with building Pablo and also with MPI I/O linking.
Solution:
Renamed conditional compilation flags. Added entries that call MPI I/O
functions from Pablo HDF source.
Platforms tested:
IRIX64/VCLASS/Linux/Solaris
