[svn-r10880] Purpose:
Adding supports for cygwin
Description:
g95 needs special fortran flags to make it work cygwin.
Solution:
Add the flag on cygwin config file.
Now gcc, g++ and g95 are supported on cygwin.
Platforms tested:
cygwinNT_5.1, Linux 2.4
